This page has some interesting points to make about copyright laws as they pertain to recording, with a copy of The Audio Home Recording Act of 1992. This law and proposed revisions of it may also apply to CD-Recordable since there is currently a movement to require a similar surcharge on CD-R media used to record audio discs (but don't take my word for it -- I am not a lawyer.)
